Device Identity Resolution System

Three-tier local lookup (Bloom Filter → RocksDB → Caffeine cache) added to a metrics ingestion pipeline handling 5.8M batches/sec and 10T+ metrics/day. Sub-microsecond rejection at 99% of incoming traffic.
